The Conduit.exe process is using 100% CPU utilization.
The SMSMSE anti-spam rules are stored in the following directory and underneath:
32-bit Operating System (default): C:\Program Files\Symantec\SMSMSE\<version>\Server
64-bit Operating System (default): C:\Program Files (x86)\Symantec\SMSMSE\<version>\Server
If the disk space is below 500MB then this condition is met.
The SMSMSE debug log conduit.log shows the following error message:

64-bit Operating System (default): C:\Program Files (x86)\Symantec\SMSMSE\<version>\Server\logs
8 Dec 2010 16:49:17 (WARNING:6132.1712):  Regexfilter module: read_existing_timestamps(): malformed line in previous timestamp file.
When there is not enough disk space when SMSMSE downloads rules the current AntiSpam rules may become corrupt.
1. Remove files on the drive so there is 500MB of free space.
2. Follow the steps in the following article in the Workaround section to clear out the rules and have SMSMSE download new rules: High CPU usage when Symantec Mail Security for Microsoft Exchange (SMSMSE) has Corrupt AntiSpam Rules.
