With xmlmodifier, MinThreads parameter in configuration.xml was set to some large value raised from the default 16. When the value is too large, i.e. 246 or greater, Symantec Scan Engine 5.x (hereafter SSE) becomes non-responsive to any scan requests. netstat command shows both tcp/8004 and tcp/1344 (default) are LISTEN, but scan requests eventually time out.

If MinThreads is set too large, SSE fails in service thread creation.
Try some smaller value.
MinThreads can only be edited via xmlmodifier and is not exposed to GUI, the web console. As this parameter should be a multiple of 16, Try some smaller value equal to or under 240 (15*16); If SSE still fails to respond to scan requests, try binary search an adequate value for your environment. We recommend 16, and this is the default value.
