When attempting to import an (external) OpenPGP key into the Symantec Encryption Management Server (formerly PGP Universal Server) via the web interface, the import fails with an "unknown error".

Another key for the same mail address already exists as it was previously imported.
PGP Universal throws an error message but imports the second key for the same mail address anyway which results in 2 keys for one mail address.
If you do not have Symantec Encryption Management Server 3.4.0 installed, you can apply the following workarounds to resolve this issue:
PGP Universal Server 3.2 and up to and including Symantec Encryption Management Server 3.3.2
Importing multiple external user keys for identical mail address causes error in logs and two keys to be imported
