Symantec Drive Encryption (previously PGP Whole Disk Encryption) is unable to encrypt a drive with 4K Native sector size.
Usually no error is displayed for this problem. However, when selecting PGP Disk through the Symantec Encryption Desktop user interface, the drive will not appear as a drive to encrypt. In addition, an unknown error (11980) may occur when trying to encrypt the drive.
This is a known limitation of Symantec Drive Encryption as the application does not currently support 4K Native sector drives. There are no plans to include 4K Native support for Symantec Drive Encryption.
