When a user only in All Users group submits a ticket via email and then
subsequently clicks on the View Incident link in the email notification that
the ticket was created, the link takes the user to a 'Process Manager Error'
page that says "User doesn't have one or all of these permissions
User doesn't have one or all of these permissions ('Workflow TasksManagement.ViewUnassigned Tasks')
This error is a result of a failure to map anything for the process contact
