There could be more then one cause for this issue but in this case the cause was that the usage.dat was missing. See Solution for fixing the issue.
If you have another Domino server running the Symantec Mail Security for you can copy the usage.dat from that server to the Domino server that the file is missing from.

AIX 64 bit OS - Domino 32 bit /opt/Symantec/virusdefs
Windows OS 64 bit - Windows 2008/2012 C:\ProgramData\Symantec\Definitions\SymcData\virusdefs32\
The folder ProgramData is hidden by default, you must show hidden files and folders in order to see this folder. To show hidden files and folders: 1. Open Windows Explorer. 2. Open Tools -> Folder Options. 3. Click the View tab 4. Under Advanced Settings, change "Hidden files and folders" to "Show hidden files and folders" and click Ok
If you don't feel comfortable copying the file you can create the file using a text editor and save the file as usage.dat. Listed below is what needs to be in the file.

Note: The number that is in the brackets  is the number folder where the definition are. So make sure that it matches the most current folder listed under the 'virusdefs' folder.
