You need to use the Symantec Endpoint Encryption (SEE-FD) Recovery utility on a system that has more than one internal drive managed by SEE-FD.
Warning: if the Recovery utility is not used in the correct way permanent data loss on secondary drives will occur.
When using the Recovery Utility all secondary drives must be decrypted first before the primary drive, disk 0, is decrypted.
This is only true using Recovery utility. This is not necessary when decrypting drives using the SEE Administration Client console; any drive can be encrypted/decrypted in any desired order.
Systems protected by SEE-FD with more than one internal drive managed by SEE.
