To activate a VIP security device with PayPal from a web browser, perform the following steps (may vary if done on a mobile device):

• Verify your token is functioning by testing it at https://vip.symantec.com.
• Log into your Paypal account.
• Click on your profile name, then select Profile Settings.  
• Select Login and Security on the left, then click Update next to 2-step verification.
• Remove unused devices from the primary or backup list. 
• Select + Add a device.
  • To add a VIP Token: Select Use a security key, then Set it up. Enter the credential ID and 2 consecutive security codes from your VIP token. 
  • To add a VIP Access Mobile Credential:
    • Select Use an authenticator app, then Set it up. You should see a QR code on the screen.
    • From your mobile device, download the VIP Access app from the Apple App Store or Google Play.
    • Open the VIP Access app on your phone, click the +.
    • Scan the PayPal QR code on the screen, then enter the security code from the PayPal authenticator.
         
• Follow the instructions in Manage 2-step verification to enable 2-factor authentication and select the primary device.

To retrieve the PayPal security code, simply open the VIP Access app and swipe left on the screen.
