When attempting to activate a new VIP Security card using the security code, an error is returned and the card cannot be used.

"Activation Error" (If the activation is being done through an API call, the activation process returns error code "49b5: Failed with an invalid security code". )

The internal OTP on the card does not match the OTP expected by the VIP backend. 

To correct this problem, attempt to reset the token at this website and run a test to resync the internal clock: https://vip.symantec.com/resethome.v 

If the card continues to fail, it may no longer be usable and should be replaced.
