The order of policies on the Email Content Filtering Policies page determines the order in which Symantec Messaging Gateway evaluates policies. The policy that appears first in the list is evaluated first; the next policy is evaluated second, and so on. You can specify the order in which you want policies evaluated.

Symantec Messaging Gateway processes content filtering policies and takes actions based on the following methodology:
It evaluates policies one-by-one according to policy precedence order.
If a policy with the option Halt Evaluation & Actions is triggered, Symantec Messaging Gateway takes the action on that policy but does not evaluate any further policies.
For the first policy that is triggered, Symantec Messaging Gateway adds all of that policy's actions to an "ACTION-LIST."
After a policy with the option Continue with Evaluation & Actions is triggered, all actions for the next policy that is triggered are added to the "ACTION-LIST."
After a policy with the option Provide Incidents and Notifications Actions Only is triggered, only the 'create incident' and 'send notification' actions of the next policy that is triggered are added to the "ACTION-LIST."
Symantec Messaging Gateway sorts the "ACTION-LIST" by action precedence order.
When multiple actions conflict, Symantec Messaging Gateway deletes the lower action precedence actions.
