Package Server does not publish UNC codebase for custom location

Question Why would a Package Server not publish UNC codebases for a package stored in a custom location?
Environment:Notification Server 6.0.6074 (SP3)
When defining a package, the Package Server custom location is configurable in the Advanced tab under the following field:
Package Destination Location on Package Servers (leave blank for default)
A Package Server will not create a share for a package stored in a custom location. For Package Servers that do not have IIS installed, packages stored in a custom location are not accessible, unless the share is manually created, and the path to the custom location is expressed as a UNC path, such as "\\%COMPUTERNAME%\share\...”.
