The error is most likely due to a transient situation, and usually there are additional errors surrounding this error string in the conduit_log.
Following are the causes for this issue to occur:
The target component is being initialized.
The error is logged when some process including BCC attempts to kick the target component when that component is down or being restarted.
Refer to the error message and surrounding errors to locate the target component. Ensure that the target component is up and running. If the error does not continue to occur, it can safely be ignored as the system has corrected itself. If the issue persists, contact Symantec customer support.
The following is an example of the error message as it appears in the conduit_log:
<date>T<time> (ERROR:2931.3071497920):  Error connecting to
