Resolution
Sometimes you may need to do this as the job is not running when you define on the SMP Console at:
Settings > Notification Server > Site Server Settings > Site Management > Site Servers > [Site Server] > Install/remove services "
Install Package Service:
\\NSServerName\nscap\bin\Win32\X86\PkgSvr Agent Package\AeXNSCPkgSvr.exe
Uninstall Package Service
AeXNSCPkgSvr.exe /uninstall
