Apple uses redemption codes and VPP licenses for volume purchased apps. Since you can't convert redemption codes into VPP licenses, Symantec Mobility: Suite supports both. Mobility Suite applies the available redemption codes to an app first. If no redemption codes exist or are available, it then applies available VPP licenses to the app.
Mobility Suite does not support VPP for iBooks.

Manage and control VPP apps
You can manage VPP apps by monitoring the number of remaining licenses and by reclaiming licenses.
VPP can be used even if MDM is disabled. However, Mobility Suite must install the app using MDM to manage the app.
Mobility Suite's MDM can manage the VPP app only if it's installed in one of the following ways:
MDM pushes the VPP app to the end user's device as a required app and the end user installs it.
The end user accesses the VPP app from the Work Hub or End-User Portal.
After you enroll in Apple's VPP, you can download a service token file from your Apple account. Mobility Suite uses the service token file to establish connection with Apple's VPP program and download VPP information for purchased apps. VPP is only available in certain regions. Make sure that your organization qualifies.
