Client is not appearing in Symantec Endpoint Protection Manager (SEPM), error: HTTP returns status code=407

After running SylinkWatcher you find "HTTP return status code=407"
1. A client or clients are not appearing in SEPM. 2. http://localhost/secars/secars.dll?hello,secars returns OK. 3. All other clients connect to the SEPM normally. 4. Proxy is in the environment and Internet Explorer internet proxy settings are configured the same as the systems that can connect to the SEPM. 5. Run SylinkWatcher and find "HTTP return status code=407" errors after check point 4.

SMC.exe is passing the incorrect proxy information. When passing the incorrect information SMC.exe recieves a HTTP 407 error. This error is returned when SMC.exe is trying to access the Web site through a proxy server that has access control turned on while using Basic Authentication. The Web Proxy, through a 407 HTTP response, requests credentials from the browser client (SMC.exe). The client provides the credentials. If the credentials used by SMC.exe or by the downstream proxy server are not allowed by the upstream proxy server, this error will be displayed. (1. microsoft.com)
Re-generate the current proxy settings.
Back up registry 1. Click Start, and then click Run. 2. In the Open box, type regedt32, and then click OK. 3. Locate HKEY_USER\.DEFAULT\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\Connections\. 4. Right Click on Connections from the menu, click Export. 5. In the Save inbox, select a location in which to save the .reg file, type a file name in the File name box, and then click Save.
Remove DefaultConnectionSettings & SavedLegacySettings 1. Delete the following registry keys: HKEY_USER\.DEFAULT\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\Connections\DefaultConnectionSettings HKEY_USER\.DEFAULT\SOFTWARE\Microsoft\Windows\CurrentVersion\Internet Settings\Connections\SavedLegacySettings 2. Reboot the system.
Note: Windows will detect the keys have been removed and re-generate the keys to the current values.
