Email Alerts and Notifications are not generated successfully by the Symantec Endpoint Protection Manager.

Symantec Endpoint Protection Single Risk Event and New Risk Detected notifications are not generated and a email alert is not sent when appropriate events are forwarded to the manager that should trigger the alert and notification.
Symptoms Email alerts for events are not being sent consistently from the SEPM to the desired email address.
There is a product issue in which a race condition can happen that causes alerts and email notifications to not function correctly.
