Upgrade to Symantec Management Platform SP3 results in missing files / Virtual Directories

After attempting an Upgrade to Symantec Management Platform 7.0 SP3, the install crashes part way through and results in missing IIS virtual Directories / Missing NS files.
The following messages can be seen in the logs:

When SP3 installs, it fails. This causes a roll-back action that removes SP3 but does not reinstall 7.0 SP2
1) Navigate to <InstallDir>\Altiris\Symantec Installation Manager\Installs\Altiris directory 2) Find the altiris_ns_7_0_kb46976_sp3_x86.msi and do a Right click -> Install 3) Find the Altiris_nscommon_7_0_kb46976_sp3_x86.msi and do a Right Click -> Install 4) Open up the windows services screen by going to Start -> Run, type services.msc and click OK ...Stop All of the Altiris Services 5) Start the Altiris Service 6) Open the Symantec Installation Manager and go through the install for Just the SMP 7.0 SP3 update (don't do any of the others yet) 7) The install should complete successfully. ...If it fails with a message about not being able to restart services, Open up the Windows Task Manager and end process on the SIM process. Restart the computer, and the console should work correctly.
At this point, you should check the NS console to ensure that the solutions are functioning correctly. If they are not functioning, they may be missing virtual directories and need to be reinstalled. If you do the uninstall / reinstall to a new (testing) Database, you can re-attach to your production database to retain customizations.
Applies To Symantec Management Platform 7.0 (any version) upgraded to 7.0 SP3
Note:: At least one person has seen this occur on a fresh install of 7.0 SP4
