Please try the following:
Contact the Web site administrator if you believe you should be able to view this directory or page.
HTTP Error 403.6 - Forbidden: IP address of the client has been rejected. Internet Information Services (IIS)
IIS has an option for IP denial, which can block access from any specific IP address. This setting can be applied to the default website or any specific location in its path, e.g. /Altiris/Console
Open your IIS Manager and drill down to the Default Website (or subfolder). Right click and choose the properties on it, and go to the Directory Security tab. Then select the Edit button on the "IP address and domain name restrictions" setting. If you need the IP security, make sure the IP address of your computer is on the list. Otherwise, make sure that all computers are allowed access.
