What is the cause for MSI error 1060?

Symptoms
The Symantec Endpoint Protection (SEP) client SEP_Inst.log displays the following error:


Unable to openService ccSetMgr. Error=1060
...
modifyServiceConfiguration: OpenService() FAILED with error 1060


 

Cause

The ccSettings Manager requires MSXML framework to process policy files during the installation.

If it cannot access the MSXML framework to parses the XML files, it will error out with the 1060 error.

Resolution

You can manually register the MSXML framework, by doing the following:

Register the DLLs by opening a cmd window and running the following commands as Local Administrator:

regsvr32 msxml.dll
regsvr32 msxml2.dll
regsvr32 msxml3.dll
regsvr32 msxml4.dll
regsvr32 msxml5.dll
regsvr32 msxml6.dll

Check for any errors when running these commands; if there are errors, please ensure that MSXML 4 sp3 or higher is installed (MSXML 6 is the latest version at the time of the writing of this article).
If you continue to have issues with MSXML, you can also try running Windows Update since it uses these files as well, and will attempt a repair if they are damaged/missing/corrupted.
If that fails as well, then contact Microsoft for further support.
