NS Console setup configuration error: failed to configure the database

There are three elements that let you know you've encountered this issue:
Following installation of Notification Server 6.0, during the Setup Wizard Completion, the last step is Installing Altiris Console. There is an error message that states:
Failed to configure the database.
An error in the a.Log states:
Could not find stored procedure 'spSetItemNameCacheString'.
(There could be other stored procedures that cause this error based on the service pack or hotfix installed.)
When looking in the new database using Enterprise Manager or Query Analyzer, there are no Stored Procedures, and there are missing tables that were not created during the install.
An incomplete uninstall of NS occurred previously; a repair was run on the Notification Server but not on other installed hotfixes, or there was another process that left the install in an incomplete state.
In most cases you can simply run a repair on the Notification Server and any hotfixes that are installed from Add or Remove Programs, then run NSSetup again by launching the console.
Search the Registry for "Altiris". Delete anything that doesn't reference the IWAM user.
Delete everything from C:\Windows\system32 that starts with aex*.dll
Remove C:\Program Files\Common files\Altiris (if found) and C:\Program Files\Altiris.
Make sure IIS is clean after NS removal. Clean up anything that's left over.
