On the rare occasion, the installation of the Certificate Management Console portion of the CCS Suite fails due to FIPS related issues.
The error manifests as a message box entitled: "OpenSSL:FATAL"; and it states: ".\fips\fips.c(146): OpenSSL internal error, assertion failed: FATAL FIPS SELFTEST FAILURE".
If FIPS is enabled, this error will occur as OpenSSL's FIPS security policy requires that libeay32.dll should always be loaded at memory location 0xFB00000. In rare cases, the address may be occupied by another dll in the same process. If this happens, the FIPS self-test will fail. Usually restarting the application allows the offending DLL to load in another memory location, and the libeay32.dll file will be able to occupy it's proper location, allowing the self-test to pass.
In some instances, when installing Control Compliance Suite Reporting & Analytics on a VMWare Virtual Machine, if a Terminal Server session or Remote Desktop Connection is being used, this, too may give the same error, even if FIPS is not enabled.
In the event that FIPS is not enabled, and the error message is present, the latest version of CCS R&A 10.5 should resolve the issue.Otherwise, if FIPS is enabled, restart the installation process to remove any DLLs that may have loaded to the memory location required by libeay32.dll.If the problem persists, please contact Technical Support.
