When attempting to perform PGP Whole Disk Encryption on a system boot disk, the

This is by design as the private key used to decrypt the public key is not available until the operating system is loaded. Therefore, when encrypting a boot disk using PGP Whole Disk Encryption, the option to add a public key is only available when you are using a smart card or token to perform authentication.
Public key authentication is available only for removable disks you use with your system. Fixed disks, including boot disks, partitions, or disks in USB enclosures, can use either passphrase or token authenticationnot public key authentication.
