A Syslog Sensor throws this error if a second sensor is set to listen on TCP port 10514 when a Sensor already exists and is listening on UDP port 10514: "ERROR 2009-02-02 13:46:37,787 Collectors.3231.wGroup.[workinggroup0].SensorThread Thread-21923. Can't launch TCP Syslog server on port #10514. UDP server is already started on this port #."
You can configure the Syslog TCP Sensor to listen on another port, such as port 10614. It will then coexist with a Syslog UDP Sensor listening on 10514. And you can send the TCPSyslog stream to a TCP port not that does not conflict with any of the UDP ports used by Syslog Director or collectors.
