This issue appeared in frames of testing Patch Management Solution. This might happen due to very big number of packages generated in Patch Management Solution.
During downloading packages from Microsoft, Red Hat or Novell update servers, PM generates a huge number of packages.
"NS.Package Distribution Point Update Schedule" task is intended to update packages distribution options via IIS of UNC. It runs every 10 minutes and usually should complete in less than a minute time period.
We see on our environments that "NS.Package Distribution Point Update Schedule" task consumes 100% of CPU even on very powerful setups (one of the setup has 8 CPU cores and all of them are 100% busy to run this task).
This issue repeats permanently on Hierarchy setup. Disabling "NS.Package Distribution Point Update Schedule" task helps to stop massive CPU usage.
Another setup was clean install of Hierarchy and on separate machines with 8 core CPU and the result was the same.

This issue is been investigated by the Symantec Development team. This issue should be fixed in a future release. A workaround is under investigation at this point.
