This issue was resolved in PGP Desktop 10.2.0. You must remove PGP Desktop through the Add/Remove programs and then Install version 10.2.x or above to resolve this issue.
Work-around if you are running PGP Desktop 10.0 -10.1.2 and do not want to update then you must edit a registry entry.
Warning: Incorrectly editing the registry may severely damage your system. Before making changes to the registry, you should back up any valued data on the computer. For more information on backing up the registry see the following article on the Microsoft support site: support.microsoft.com/default.aspx
Open the Windows Registry Editor.
On a 32-bit operating system, browse to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Windows.
On a 64 Bit operating system browse to HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows NT\CurrentVersion\Windows.
Right-click the "RequireSignedAppInit_DLLs" entry and select Modify.
Change the value to 0 and click OK.
Close the Registry Editor and reboot the computer.
