When Control Center does not have access to internet on port 25 and Quarantine and Control Center Settings are at their default values, a message released from Spam Quarantine may take up to 12 minutes to get released without reporting any error in the Control Center.
BrightmailLog.log may show an error similar to the one below:

javax.mail.MessagingException: Could not connect to SMTP host:

java.net.ConnectException: Connection timed out
This issue has been addressed with the Symantec Messaging Gateway (SMG) version 10.0.0. The Control Center web application will now time out SMTP connection attempts after three (3) minutes rather than twelve (12).
Workaround for earlier releases
Please use one of the following options as a workaround to this issue:
1) Ensure that the Control Center has access to internet on port 25
2) Use an internal SMTP host for Control Center SMTP settings instead of the default "Use existing non-local relay settings".
3) Avoid sending Misidentified Messages to Symantec Security Response by unchecking the "Symantec Security Response" option under Quarantine Settings
