Symantec Encryption Desktop (previously PGP Desktop) doesn't recognize a new Messaging Service when using the Outlook MAPI protocol. When you try to send email but PGP doesn't encrypt the email and a new Messaging service is not created. No PGP notification appears and Symantec Encryption Desktop doesn't search for keys.
This issue is caused when PGPmapih.dll is not listed in the registry or is not listed first.
Please check the following registry entry for the existence or placement of the PGPmapi.dll.
Warning: Incorrectly editing the registry may severely damage your system. Before making changes to the registry, you should back up any valued data on the computer.
2. In 32-bit versions of Windows, browse to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Windows. In 64-bit versions, browse to HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\WindowsNT\CurrentVersion\Windows.
3. Locate the AppInit_DLLs value then double-click the string. The Edit String dialogue is displayed.
4. The PGPmapih.dll must be listed first. If the PGPmapih.dll is not listed at all, add PGPmapih.dll to the beginning of the Value data field of the AppInit_DLLs value.
Note: Should this not resolve the issue, then re-enroll the user. Refer to the following KB article on how to re-enroll a user.
