On an Endpoint Protection client, you have configured LiveUpdate to use the client's local proxy settings from Windows Internet Options. When you change the proxy settings in Windows Internet Options and then run LiveUpdate, LiveUpdate does not use the new settings.
LiveUpdate fails to connect, or logs indicate that LiveUpdate is going through the wrong proxy or making a direct connection.
When the Endpoint Protection client is configured to use local proxy settings it will refresh those settings every 8 hours, i.e. changes to Windows Internet Options will not be registered with LiveUpdate until the next refresh.
Workarounds -- any combination of the following:
Restart the SMC service, or reboot the computer
Adjust the registry value that controls the automatic refresh interval for LiveUpdate proxy settings:
HKLM\SOFTWARE\Symantec\Symantec Endpoint Protection\<silo_id>\Submissions\ProxyRefreshMinutes (DWORD) ... or on 64-bit: HKLM\SOFTWARE\Wow6432Node\Symantec\Symantec Endpoint Protection\<silo_id>\Submissions\ProxyRefreshMinutes (DWORD)
If this value is zero or missing, 8 hours is the default.
Toggle the options in the LiveUpdate proxy settings, e.g. set "I do not use a proxy", update policy, then set "use my Windows Internet Options", and the Internet Options will be registered with LiveUpdate
Choose "I want to customize" in LiveUpdate proxy settings, and put your proxy changes there rather than in Windows Internet Options.
LUE does not use IE proxy server and settings with default "HTTP or HTTPs" proxy server settings option.
