Symantec Endpoint Protection Manager unmanaged client packages install default settings rather than modified client installation settings

When you export an unmanaged client package and use modified client installation settings, after installation the default settings persist.
For example, in Symantec Endpoint Protection Manager, click Admin > Install Packages > Client Install Settings > Add Client Installation Settings. On the Install tab, uncheck Submit reputation information to Symantec Security Response, then click OK. Select Client Install Package > Export a Client Install Package. If you enable the Export packages with policies from the following groups option, the policy setting for reputation submissions (which is enabled by default) is used rather than the modified installation setting.
This is working as designed. This occurs because you installed the client with policies. The policy settings override the installation settings.
Disable the Export packages with policies option if you want to use modified client installation settings instead.
