You cannot launch the web Portal from any machine regardless of settings or configuration in Internet Explorer. Everything in the configuration looks correct as to SPNs, trusts, etc.
The web browser trying to attach to the web portal CCS_web website may continually try to load the page for several minutes. Eventually a timeout may occur and you may be given an authentication error. The OS System logs on the web portal server show errors for ASP.NET containing verbiage similar to the following:
Could not load file or assembly 'oldSymantec.Remoting.SslRpcChannel.dllold' or one of its dependencies
Customers may have implemented a hotfix that contained a replacement of a DLL file in the <install path>\Symantec\CCS\Reporting and Analytics\webportal\bin folder. During launch, ASP.NET will try to load all DLL type files in the bin folder. Thus if the old version of a DLL file has just been renamed but left in this folder, ASP.NET will try to load the file and its referenced dependencies. This problem may not be noticeable until an upgrade or service pack has been performed; at that time the dependencies referenced in the renamed DLL file may no longer be valid and the error will occur.
Remove from the <install path>\Symantec\CCS\Reporting and Analytics\webportal\bin folder any renamed files that have been replaced with new versions. This will keep ASP.NET from trying to load the old file. The web portal should then be able to launch correctly.
