Outbound messages are rejected with message 554 5.7.1 you are not allowed to connect when sent through Symantec Messaging Gateway

You are filtering outgoing messages through Symantec Messaging Gateway. You are finding that some domains are rejecting these emails with the error code '554 5.7.1 You are not allowed to connect.' in the bounce message. You want to know how to resolve this.
5.7.1 You are not allowed to connect.
Message audit logs show that these bounced messages are coming as the result a delivery failure. The cause is due to the foreign domain actively rejecting connections from your organization.
You will need to contact the administrator(s) of the foreign domain(s) that have rejected your messages and determine, with them, the cause of the rejection.
