Reporting Database Synchronization Job continues in 'Executing' state indefinitely

Customer reports that a Control Compliance Suite (CCS) Collection-Evaluation-Reporting (C-E-R) job ran for days. The Collection-Evaluation jobs complete successfully. However, the Reporting job ran indefinitely with job status in 'Executing' state.
The following exceptions were found in the SQL broker transmission queue.
An exception occurred while enqueueing a message in the target queue. Error: 15404, State: 19. Could not obtain information about Windows NT group/user 'DOMAIN\USER', error code 0x6ba.
The SQL Service Broker could not authenticate the Database Owner (dbo) account with Active Directory.
Change the Database Owner (dbo) for the CCS databases to use an account with appropriate privileges. If the account chosen as a dbo for the CCS databases is a domain account, the account must be able to authenticate with the correct Active Directory.
