Symantec Endpoint Encryption (SEE) Framework Registration screen is blank after cancelling registration prompt. Must terminate EAFRCliStart.exe process to make it go away. This also happens after registering a user, but unable to terminate process at that point; a hard boot is required. The console for the Intel graphics software does not start, either.
In this case, the Microsoft .Net Framework 2.0 SP2 install was corrupt. Had to remove patch KB2518864 and reapply in order to fix the problem.
