Mail messages get stuck in PGP Universal Server Mail Queue due to the server being unable to contact a keyserver. By default, if the mail policy is set to search a keyserver and cannot connect to the keyserver, the message will be queued.
To resolve this issue, a configuration change can be made to the /etc/ovid/prefs.xml file via the server command line so that if a connection to a keyserver cannot be made, the server will skip searching the keyserver for keys and send the message.
