The customer informed that receives a lot of SPAM that are not listed in Blacklists
Probably, the message have characteristics of Email Marketing like opt-in.
Enable the policy against Mail Marketing and Newsletter.
Go to: Spam Tab>Email Spam Policies
Enable the following policies:
- Marketing Inboundonly Mail: Modify subject line with "[Marketing Mail]"
- Newsletter: Inboundonly Modify subject line with "[Newsletter]"
