Symantec Endpoint Protection Small Business Edition 12.1 clients block Outlook from connecting to Exchange

After upgrading to Symantec Endpoint Protection (SEP) 12.1 Small Business Edition (SBE), clients will not allow Outlook to connect with Exchange properly. Receiving email can take 2 hours, in some cases. Machine performance also is signficantly reduced. The issue appears to be caused by Antivirus feature.
Steps to isolate issue:
Edit setAid.ini. Install only Core Files and Antivirus; issue repeated
Uninstall client. Reinstall with only core files; issue stopped
Reinstall with AV. Disable Auto-Protect in SEPM policy; issue repeated
Reenable Auto-Protect. Create centralized exception for C:\; issue repeated
Interactions between SymTDI and SymEFA drivers appear to have been causing Outlook to timeout.
Upgrading to SEP 12.1 RU1 SBE resolved this issue for some customers.
