Files build up in the \data\outbox\Importpackage folder under the Symantec Endpoint Protection Manager (SEPM) installation folder. The files are not deleted after restarting the SEPM service or restarting the SEPM computer.
This problem is limited to managers that use the embedded Sybase database. The ImportPackage folder is used as temporary storage for content updates while they are uploaded to the database. After the content updates are uploaded, they are deleted by the manager. In some circumstances, the deletion attempt fails.
