There are several potential causes:
Attempting to install remotely without the correct session level
Attempting to install over an incomplete/damaged install
Installing onto a machine that has other security software installed
Installing onto a Domain Controller that has a Group Policy Object that prevents the install
If installing using RDP or another solution like VNC or Citrix, try installing locally instead of remotely.
If installing remotely is not possible, use add/remove programs Windows feature instead of the command line or double clicking the agent.exe.
If installing using a terminal server, try putting the session into install mode. From the command line enter "change user /install". To go back to execute mode, use "change user /execute".
If using RDP to install, use session 0 before executing the installer by starting the RDP session using "mstsc /console".
Check the HKLM\System\CurrentControlSet\Services key for SISIDS* entries. If there are any keys that start with this, a previous failed partial install could be blocking the current install. This will require a manual removal of the leftover parts. Contact Symantec Support for a document on how to do this.
Check add/remove programs for a SCSP entry. If found, uninstall the product using add/remobve programs.
Disable or remove any previously installed security software.
Retract all Group Policy Objects (GPO's) or demote the Domain Controller to a Domain Member and attempt install. Alternatively, install SCSP before promoting the machine to a Domain Controller or applying GPOs.
