PcAnywhere reduces encryption level from symmetric to basic due to cryptoapi problem.

When trying to connect to a PcAnywhere Host from a Rmote that is set to use Symmetric encryption, you receive an notification that the encryption level has been reduced to PcAnywhere encryption.
"Reducing Remote's encryption level from Symmetric to pcAnywhere encoding. Cryptoapi is not available. The profile for the user the user is a temporary profile"
This issue may occur when the user on the Host is logged on using a Mandatory user profile. Crypto API is a Microsoft component that needs to be available in order for Symmetric encryption to work (see TECH107814). It is a sub-component of the DPAPI (Data Protection API). There is a known Microsoft problem when using Mandatory profiles that causes DPAPI/CryptoAPI not to load. If this error occurs when using PcAnywhere, symmetric encryption which relies on these APIs cannot be used and the program will reduce the encryption level to a viable mode.
PcAnywhere is working as designed. The encryption level will be reduced in order to allow the program to work.
The solution is to avoid using Mandatory profiles if you use programs that require the use of DPAPI/CryptoAPI.
