This problem is related to an installation issue when the CCS for UNIX Agent is installed from the command line. The root cause is that ccs.tpk does not get installed while installing the agent if the TPK path without the TPK file name is specified using the -C switch.
When using the silent install command line program for installing the Symantec CCS 11.0 Agent, the tpk path for the -K and -C switches have to be specified as the tpk file name.
Therefore, run the command line call as follows: ./esmsetup -ibaE -p 1,2,3,4,5,6,7,8,9,10,11,12,13,14 -d <Installation Directory> -t <Path of esm.tgz> -M <Manager IP> -U <username> -W <password> -N <Agent_IP/Name> -K <ESM tpk path with the tpk file name> -C <CCS tpk path with the tpk file name>
