Non-local administrators are unable to open the console - Console continuously prompts for credentials during rendering

Non-administrators are unable to access the SMP console. While the console attempts to render, the browser continuously prompts for credentials. However, if the same user is added to the Windows local administrators group on the SMP server, then the console will load without problems.
A review of the IIS logs from the SMP server show 401.3 responses to the non-administrator's attempts to access the console.
An HTTP 401.3 response from IIS means "Denied by resource ACL". This error is returned when the user successfully authenticates to the server, but the user does not have NTFS permissions to the content requested.
Open the security properties on the "Altiris" directory in the location where the Symantec Management Platform was installed. By default, this path is C:\Program Files\Altiris. Edit the security permissions for "Authenticated Users" to include Read & Execute, List Folder Contents, and Read privileges and apply the changes.
