Symantec Endpoint Protection 12.1 clients report that Download Protection is Malfunctioning on first heartbeat

Immediately after the Symantec Management Client service of Symantec Endpoint Protection 12.1 (SEP) is started (either manually or as part of the boot process), it will report to the Symantec Endpoint Protection Manager (SEPM) that its Download Protection component is malfunctioning. The Symantec Endpoint Protection client in the SEPM will then show the Download Protection component as malfunctioning.
Subsequent heartbeats report that Download Protection is installed, enabled, and functioning correctly.
The SEP client record in the Symantec Endpoint Protection Manager (SEPM) may temporarily show: "Download Insight Status - Component is malfunctioning"
This issue is fixed in Symantec Endpoint Protection 12.1 Release Update 4 (SEP 12.1.4). Please upgrade to take advantage of this and many other important enhancements and improvements.
