Encryption Desktop blocks all outbound email if there are transitory network connectivity issues

When the Encryption Desktop client detects that network access is available but there are issues due to wi-fi negotiation, VPN tunnel startup or other transitory issues, email messages that are attempting to be delivered fail.
Encryption Desktop 10.3 and above.
A message from System Administrator is received containing this error:
Your message did not reach any of the intended recipients.
Message delivery failed. Please check PGP log for details.
Temporary network issues result in email being undeliverable.
Ensure that transitory network connectivity issues have been resolved before trying again.
FMR- adding additional retries for sent mail messages when network connection is intermittent
