Error: "The request or reply is too large." when downloading a PDF file through SWG5.1.1 Proxy

When attempting to download a PDF file from a website using an HTTP 1.1 GET request and a URL that points to a .php script within a website, the SWG Proxy returns the following message to the client browser: "The request or reply is too large."
•The request or reply is too large.
If you are making a POST or PUT request, then your request body (the thing you
are trying to upload) is too large. If you are making a GET request, then the
reply body (what you are trying to download) is too large. These limits have
been established by the Internet Service Provider who operates this proxy.
Please contact them directly if you feel this is an error.
The headers in the HTTP reply from the web server are more than 20k in size. This occurs as the result of a recurring error on the external web server rather than the SWG appliance.
Do one of the following: Contact the maintainer of the website and request that they resolve the errors causing the http reply headers to be more than 20k in size. Contact Symantec Technical Support for workaround assistance.
