Error "No email or phone number options are available to receive a temporary security code for sign-in" during SSP sign-in

VIP EG end users are getting the following error when they try to log into the Self-Service Portal.
No email or phone number options are available to receive a temporary security code for sign-in.
In VIP Manager, under VIP Components, there is an option called "Require second-factor authentication for first-time access". If this option is set to Yes, then the users with no credentials assigned will receive the error since the system would require second-factor authentication. Customer had this option set to Yes.
Once customer switched this setting to No, their end users were able to log in and receive the page for credential registration.
