Cloud-enabled Management agent website takes a long time to create

During the agent website creation process of Clound-enabled Management (CEM) setup, the spinner continues to indicate that the site is being created long after it is complete. The agent website is created successfully, however the creation process does not confirm that the process has finished and appears to continue indefinitely.
This is a known issue with the SMP Console UI. NS Logs indicate that task has not yet completed. There is a Package Refresh call at the end of the CEM configuration task that is taking a long time to complete (synchronous).
This UI issue has been addressed in the ITMS 7.5 Hotfix 1 release (See DOC6860).
This UI issue doesn't affect functionality, the Agent website is successfully created despite the non-updated UI. It is ok to leave the page. Additionally, you may want to verify that you don't have the issue mentioned in TECH210850 “Classic pipeline mode AppPool causes CEM issues”
