Samsung SAFE device stuck in kiosk mode when device MDM is reset

In Symantec Mobile Management you send a policy to a Samsung SAFE-enabled device to turn on kiosk mode. You later reset MDM (remove and reapply MDM) on the device but the device does not recieve a new policy and is stuck in kiosk mode.
For Samsung SAFE devices that are intended to run in kiosk mode, be sure to do the following:
Include the Symantec Mobile Management agent in any kiosk-mode device images.
Include all desired settings in the device images.
Disable multi-windowing on the device (which cannot be done from Mobile Management and must be done manually by the user.)
