This issue can happen when the provider order has PGPpwflt set to the lowest priority.
The Network Provider Order (NPO) is an ordered list of network protocols on the Windows host machine.
The order of the list is applied from the top down; the top most protocol having the highest priority (used first).
1. Click on Start and type “network connections” in the search box and then click on “View network connections”
2. Then Click on Organize and under Layout click Menu Bar
3. From the menu bar click on Advanced and click Advanced settings
4. Set PGPpwflt to the top priority and click Ok.
