Upon the activation of Premium Antispam(PAS) in the policies you notice that the rulesets are not downloaded and the conduit.exe is not running.
License installation and PAS activation seemed successful. No errors in the logs or event viewer related to PAS.
Premium Antispam is disabled in the registry

This key/value should be changed automatically from 1 to 0 when a valid PAS license is being installed
