Some policy types fail to switch with SEP Automatic Location Switching

The Symantec Endpoint Protection (SEP) client Auto-Location Switching feature allows to use different policies and settings in different situations (based on which network the machine is on or other properties like registry values).
Some policy types appear not to switch correctly, when locations have similar names. This occurs when the name of one location can be found as a substring inside the name of another location (for example locations "USB" and "NoUSB").
Policy types confirmed to have an issue switching include Device Control rules, and local Submission settings. Other policy types, including firewall, antivirus settings, do not have the problem.
This issue has been fixed in release 12.1 RU4 MP1 of the product.
As a workaround, rename locations so that the name of one location is not a substring of a different location name.
